Preliminary preparations are already underway: the regulatory framework is ready, voter lists are being compiled, people are being selected for election commissions, according to RBC sources.

Russian political technologists have already started working in the republics— mainly from those who are not involved in election campaigns in Russia as part of the upcoming single voting day on September 11, RBC's interlocutors say. The DPR will be included in Russia, a political decision has been made on this matter, two RBC sources close to the presidential administration emphasize, without specifying the situation in the rest of the territories that are now controlled to one degree or another by the Russian military,— Kherson, Zaporozhye and Kharkiv regions.

Vladimir Rogov, a member of the main council of the military-civilian administration of the Zaporozhye region, reported in early June that preparations had begun for a referendum, which is planned to be held “this year”. Kirill Stremousov, deputy head of the military-civilian administration of the Kherson region, also announced the start of preparations for the referendum on June 29. He previously stated that the referendum is scheduled for autumn.

A source close to the presidential administration told RBC that the Kremlin's internal political bloc, which is responsible for preparing referendums, is working with all Russian-controlled territories of Ukraine “as with Russian regions.”

The situation in the republics

The mood of the people in the LPR and DPR leaves no doubt that they will vote for joining Russia, says a source familiar with the discussion of the preparation of referendums. The mood among residents of the settlements of the LPR and DPR, which came under the control of Moscow during the special operation, may be heterogeneous, he clarifies. Now the main task is to work with them, says another source: those who have lived all this time in the LNR and DNR do not need to be additionally persuaded to vote for joining Russia.

The interlocutor of RBC, who is familiar with the preparation of referendums, says that in the Kherson, Zaporozhye and Kharkiv regions, the mood is now approximately as follows: about 50%— in favor, but “for the most part, this is a passive majority”, of which 10-15% are ready to take an active position. About 20% can declare disagreement, and “the remaining 30%” pragmatists who are ready to support Russia, but on the condition that they can be convinced: their life will become better than as part of Ukraine,” the RBC source describes the picture, specifying that these are unofficial estimates.

According to him, as well as according to one of the interlocutors close to the presidential administration, many people who are “for Russia” are still afraid to openly express their support. “They say: where is the guarantee that you will not leave here later, and [the Ukrainian authorities] will not declare us traitors?” says one of RBC's sources.
